In US, William=Bill (Clinton, Gates), Robert=Bob, Joseph=Joe (Biden), Jonathan=Jon or something like Katherine=Katie (for female)...and a lot of others....that's just the way they call it not the "official" or "legal" name...on something like his birth certificate, I believe his name would show as "William" not "Bill"....for the "Doctor" thing, actually Harvard gave him an honorary doctoral degree, not real one.
