DNotice (org) has posted The NORAD Papers V. This article presents the 1 April 2000 Air Force instruction report (still current) that directs NORAD provide surveillance and control of the airspace of the United States, and conduct air sovereignty [which is surveillance and control of the airspace of the United States], air defense and atmospheric attack warning, contradicting The 9/11 Commission Reports assertion that NORAD didnt monitor and control the airspace of the United States.

There are four interesting articles on NORAD at DNotice (org). They are "The NORAD Papers", "The NORAD Papers II", "The NORAD Papers III" and The NORAD Papers IV. The last article (for the first time!) explains the mechanics of how NORAD radar operators monitored and identified aircraft flying over American airspace on 9/11.
