Because it helps them make speed. Look at the part from the 50th second of this clip and you will get an idea of how a powerful uperbody helps.

some have bigger upper bodies e.g. Lindford Christie, Green, but some are quite well proportioned e.g. Gay and Carl Lewis

sure there are. its very rare but i've seen a 14 year old run sub 11. Only once though.
