The automatic answer to that is everybody has to proof that he is GOOD by their actions. We as people of the world know what those GOOD actions are: Charity, Love, Responsibility to family, friends, society, Fairness, Reponsibility for economic well being etc. We should establish these values as universal. The success of people meeting these measures can be used to gauge how successful their own internal systems are.
