It sounds very Big Brother-ish, but, I say, put electronic monitoring devices inside the maddrassa, and, if those in charge of the maddrassa refuse the devices, the law comes in and shuts them down. The devices would be able to pick up that of a whisper. And, if something terror related happens, video is played back to see if something was said inSIDE that particular maddrassa. If so, then the place is shut down and those who attend it are searched further.
